This is a non-functional Topcon RL-H1Sa Self-Levelling Rotary Slope/Grade Laser. Normally used in general construction for grading and other purposes. I tested the unit by inserted four standard D-Cell batteries. , the unit does power on and the display turns on, although a constant humming noise is heard as it's trying to self-level itself. The axis of the laser appears slanted and does not adjust to the vertical position as it should during the self-levelling process.
I'm not sure if the motor is defective or something else is preventing the unit from self-levelling during the power on process. Even using the buttons to adjust the slope do not have any effect in adjusting the axis. The top lighthouse cover is in good shape with no damage to any of the glass.
